Poor Mans Cross Tenant Federation - Users => Contacts

   I have a situation that I am hoping that others much smarter than I have already solved. Because full GAL federation does not work between Tenants in a total Cloud O365 setup ( no on Prem anything )

What I am trying to do is to provide some automation to creating user accounts in one tenant as contacts in all the other tenants. 

here is the set up:

I have an school district that has every high in their own tenant  but all of the grade schools are in one tenant.   we were expecting to federate these to allow for a shared security and GAL model.   Well find out that is not currently something that can be done.  so we will manage security as a public security - but the process of getting all the users from the "other" tenants loaded up as contacts so they can be easily added to meetings and emails is a process and as soon as it's done the data is at risk of being out of sync. 

What I Am hoping some smart person as done is written a script that reads the users from one tenant and creates them as contacts on another tenant.   it would be great if such a solution could be run with either reading a list of tenants and just do the sync for all of them but if it could even do one at a time it would allow for a method to keep things in sync weekly. 

I have no experience with Power-Shell so this is not something that I could write with out a very steep learning curve.
